1997 Ford Crown Victoria Shift lock on a 97 ex-police car

Is there a way to turn off the shift lock on this crown victoria. I replace the fuses and nothing changed. the steering wheel lcks up and I have put it in neutral. My break lights and backup lights will not work. Do you have any ideas that i can look at

The brake lights are the reason the shift interlock doesn't work. Check the brake light switch and the power to it.
