1992 Ford Crown Victoria V8 Front Wheel Drive Automatic

my headlights are blinking on and off. I have juice at all fuse points.

If both are blinking R & L, consider evaluating a ground issue,
Also do the brights blink?
Can you reproduce the problem by tapping about the fixtures?
