2000 Ford Contour Possible ignition switch problem

2000 Ford Contour 6 cyl Front Wheel Drive Automatic 148k miles

Since it has been cold here in Wisconsin, i have been having issues starting my car. it really only happened when it was cold, but now it is happening all of the time. When i go to start my car, i put the key in the ignition and turn it to start/turn the engine over. the radio, the lights (interior and exterior) and the dash lights come on, but the car will not turn over. i usually either have to leave the key in the ignition turned to the a/c and wait for the windshield wipers to go on before i can turn it over. the automatic windows will not roll down, windshield wipers or anything with a motor will not power. i have a brand new battery which is obviously not the problem. I'm thinking it may be an ignition switch problem. I have taken my car in but of course, it doesn't do this after the car has been started and running for a while. and sometimes even after i get it started, the engine dies and i have to wait again for the windshield wipers to go on before it will turn over. why is this happening.. its quite annoying. thank you

Check battery terminals
clean and tighten
check the ground wire at the back of the starter
