1999 Ford Contour Windows

I just bought this car 1999 well taken care of , low mileage, but both drive window and passenger won't roll up all the way. Tried helping it, but about 2-3 inches down. I am wondering could it be a Fuse, no noise when you hit automated window button? I am hoping not window motors, why both windows? Is fuse panel located on left by drivers door? And auto trunk not popping open either. I did run a check on window lift motors just in case. Would you recommend checking fuses first? Little 80 year old lady had this parked in garage. I am so happy with car, just need info why both windows?

That is a good question because there is nothing that stops them from going all the way. What I need you to do is check the window motors and see if there is power to them when they stop.
