1999 Ford Contour Will Not Start

The car refuses to turn over. Battery was old and replaced. When ignition is turned on dash lights up, other electronics work. Car will not even crank. Help!

Does the led in the contour tag on the dash above the heater control flash repeatedly when you are trying to start? If so it is a pats system malfunction. Either the transmitter ring around the ignition cylinder or the reciever beneath the dash on passenger side.
