1999 Ford Contour front end vibration

I had front rotors and pads replaced 3 times (2 re-dos) at about 54000 miles - each time there was a niticeable vibration when I applied the brakes. Problem continued and got a bit worse between then and now (75K). Went back to tire store and they replaced pads and rotors again. Now I feel a minor vinration but only when brakes are applied (gently) between 30 MPH and 40 MPH. Tire store assures me rotors were miked and are perfect. What is the problem?
