1999 Ford Contour Brake Pedel studdering/pulsating

Often when I am coming to a complete stop, I will feel the brake pedel pulsate or studder a few times. The feeling is similar to when ABS brakes are working on a slippery road surface. But this occurs frequently (but not consistently) on any surface. Not sure if it is a problem with the ABS, the roaters or brake pads, or something else.

what is happening is 1 wheel speed sensor is dropping out when you are stopping. very easy to check. have your mechanic drive it with his scan tool on, he can watch the wheel speeds.
