1998 Ford Contour HELP!

Engine Mechanical problem
1998 Ford Contour 4 cyl Automatic 65000 miles

I took this car to an ase master tech after it failed inspection for emissions the code P1381 which I was told was a camshaft sensor after having it replaced the engine light still stood on then this tech said that i had to do a procedure with a cam key and a pin to hold the engine in place but when i did this procedure it still wouldnt work and i did it right and i put the timing belt on right he said the sprocket on the cam could be broken. He also said that if i have a regular generic oil filter can also cause the light to go off because the right filter to have is a ford motorcraft oil filter cause of its special design i wanted to know if this was true and any other tips that you can tell me thanks

Oil filter was a factor related to the codes
should check timing belt
if its off of any will give you this code
also possible the VCT valve need replacement
