When I step on the clutch sometimes it will not fully disengage. The clutch its self dosn't seem to slip. What could cause this?

You have a hydraulic clutch system with a clutch master and slave cylinders. You likely have a leak in one of them and the fluid has gone dry causing it to draw air into the system. You will have to determine which one is leaking and replace it, then bleed the system. I recommend changing both at the same time because they usually fail close together.
