1998 Ford Contour 174500 miles

Me & my girlfriend has a 1998 Ford Contour witl 174,000 miles on it. This car went thru a number problems this year alone. Starter replaced, wiring harness replaced, battery, etc. We FINALLY got it running. Recently the car overheated & was smoking; we found out the car was out of coolant. We replaced the coolant but now the car won't start. All the lights come ON; but it won't TURN OVER. All I hear is a clicking noise. I've asked a number of people who work on cars; majority of them said it could be a bad starter. Could it really be JUST the starter? OR is it another MAJOR problem that I have to fix? PLEASE HELP!!!!

Could be a battery and connection problem, starter, starter relay, transmission range switch and ignition switch.
