1997 Ford Contour Transmission not shifting into overdrive

Transmission problem
1997 Ford Contour 4 cyl Front Wheel Drive Automatic

The transmission is slow to upshift from 2nd to 3rd, and will not shift into overdrive. at about 62 mph, the OD light starts flashing (almost like limp-in mode).
OD light resets after shutdown, and speedo works fine. Any thoughts?

Internal tranny issue
check for tranny codes
check make sure tranny fluid up to level

Are you sure its shifting to second? sounds like 2-4 band broken and it is shift 1-3 and no second or fourth.
