1997 Ford Contour horn not working

the horn in my 97 contour is not working. the 2 horns are fine i tested them and the fuse is fine. how do i remove the steering wheel cover to replace the horn switch

There are 4 screws behind the steering wheel towards the dash. I believe they are star screws. Take those out and the cover should come off. Be carefull tho when working around the air bag module.

Had the same problem on my '98 and discovered rust/corrosion on the horn bracket was preventing it from grounding. Horn worked fine when I tested it with 12 volts, then I cleaned the bracket before bolting it back up and the horn worked fine. So, make sure the mounting bracket is grounding properly to complete the circuit.
