Heater problem

I have a 1997 Ford Contour. Problem is that when its cold i can run the car in idle for 25 minutes or so and i dont get heat till i step on the gas. When driving i have hot air but when im in drive and sit at a stop sign for a bit it starts to cool down and blows cool air. If i sit in park i have some heat but as soon as i put it in drive it blows cool. Just touch the gas a bit and i have heat. Replaced thermo with ford part, had it pressure tested and everything was fine but it still does it. Cant figure it out. Where can the problem be. Thanks
