1996 Ford Contour rear brake drums getting hot

why would the rear brake drum get hot?

The hot drum brakes must be dragging (slightly applied). It may just need an adjustment or some part of the assembly is broken. The back brakes are also controlled by the hand brake. The whole hand brake assembly should be inspected.
