1996 Ford Bronco Fuel pressure

I am currently having some runability problems. It started suddenly. Runs good at idle and when under no load or very light accelration. but when under heavy load or accel it lays down. I checked the fuel pressure and with key on and not running I have a reading of 10 psi. when running at idle it is 20 psi and falls to about 17 under accel.. I suspect the pump is going bad because I have replaced the filter. what are the specs for fuel pressure for this vehicle and do you agree with the diag.?

Check the fuel pressure regulator and do a voltage drop before you replace the fuel pump
