1995 Ford Bronco Putting in Drive

I cant seem to get truck in drive unless I shut truck off and when going to restart I can put in neutral and then start it and it runs fine once started. Can faulty brakes be the issue or ignition. Thanks for the help

Is the problem the shifter doesn't shift or it does and won't go into gear?
