1994 Ford Bronco License plate lights

1994 Ford Bronco V8 Four Wheel Drive Automatic

I am having a problem with my license plate lights. I cannot get them to come on. I've tried checking the fuses, switching the sockets, even cleaned and wired-brushed the white ground wire...but nothing worked. What have I left unchecked? Please help!

Turn On parking lights and use a test light and check for power at the center contact of the bulb socket that has the brown wire-don't have it use another wire-gain acess to the one of the tail light assembly splice in to the brown wire and take the other end of the wire to the license plate brown wire splice in-it should come on.
