1993 Ford Bronco Starting

I have a 93 Ford Bronco. When I turn the key, I get a click but the starter won't turn over. I took the starter out and had it tested and it passed. Battery is good too. I'm at a loss.

Check and test the starter relay, transmission range switch and ignition switch
