1993 Ford Bronco brakes issues

I took the Bronco in and had the master cylinder, rotors, shoes, everything replaced. $1900 later, and Im having issues again! The brakes make a WWHOOOSSHHH sound when applied and the pedal is very hard to push down to come to a stop. Some think the brake lines might have air and just need bled, others think theres a vacuum issue. Im not even sure where to start looking...any suggestions?

Check the brake vacuum hose and the booster if its leaking
