fuel pump buzzes but will not start?

Tank mounted fuel pump buzzes but will not start. Pump once continued buzz even after ignition was turned off. Started and ran when raw fuel prime added at intake. Started and ran properly 1/2 dozen +/- times thereafter. Now we are back to same condition - fuel pump buzz but won't start.

Check engine light has been on, but have no way to read codes.

Suspect in-tank pump, but hate to spend time and expense if something simple like relay is the culprit. Suggestions as how to troubleshoot? I have Volt-Ohm Meter and other basic tools.

Check the fuel pressure with a gauge-it might be buzzing but is it producing the proper pressure.

It sounds like the pump is bad but here is the location for the fuel pump relay so you can swap it out to see if it was the problem.

LH Side Of Engine Compartment, On Relay Bracket. Fuel pump relay is next to the EEC Relay.

Looks at the red arrow. Check out the images (below). Please let us know what happens.
