1988 Ford Bronco Idle and fuel consumption

On my 1988 Ford Bronco XLT 4x4, when I start it the idle is very high and then it either stutters to a stall or lowers to normal idle but still a little eractic or lopes up and down for a minute or so. Had spark plugs, fuel filter, air filter changed. Transmission rebuilt also but it still surges upon start up followed by loping

Has the check engine light come on? It sounds like a bad throttle position sensor.
