1988 Ford Bronco Didn't pass smog

I took my ford Bronco II to get smogged, and it didnt pass the NO(PPM) at 25 mph.
what would be the cuase, and any suggestion as to repairs would be helpful...

Check and clean out the EGR valve and test it, also could be the catalytic converter or a computer controlled sensor locking up on open loop mode -check coolant temperature sensor/O2 sensors
