1995 Ford Aspire Tire loose and grinding noises continuous

Lug nuts are tight and New Disk Brake Rotor Retaining Screws installed. Tire still loose and metal to metal grinding coming from right tire. Disk rotor is now tight yet the tire is easily wobbled by hand with .5 inch to 1.0 inch of free play. Problem resulted in lathing of wheel weight down to nothing. what are the possibilitys of dilema?
