1995 Ford Aspire fuel pump will not run when key is turned

I check the pump by connecting to battery and ran
also the inertia switch is OK. all wires from the inertia switch to fuel pump relay have continuity. When you put the switch on there is no power from pump relay to fuel pump. There is power to the fuel relay when switch is on but no power from out side of relay to fuel pump. I tested the fuel pump relay and PCM on another car I have 94 aspire and the car started as normal. If I hookup a jumper wire from power post of battery and to hot side or + side of fuel pump wire just before the connector at tank it will start and run then I remove the jumper and it then has power in the power side wire of fuel pump and out side of relay and I can drive i as normal , but after shutting it off and then immediately starting it doze the same thing no power between that same wire till jumped , any ideas ???

Did it run with only the relay from the other car?
