1997 Ford Aerostar alternator charging a fully charged batt

the amp light comes on and the voltage indicator is over 18V, even though the battery is brand new and fully charged. It seems the alternator senses a low battery voltage and is trying to charge the battery, when it doesn't need it. The alternator output is 14-16 volts.Is the voltage regulator malfunctioning?

Hi there,

I would be having the alternator & the voltage regulator checked as the charge rate is way to high.
