air not coming out of vents only out of the defroster vents and is not cold

First, I think you may have a couple different problems. As far as the vents not working, you have a vacuum leak. It could be under the dash or the hood. The vent doors are actuated by vacuum. If there isn't enough, it will blow out the defroster or the floor.
As far as the "not too cool," are you sure it isn't low on freon? Is the compressor cycling?
