1993 Ford Aerostar Overdrive is not working

I just bought this vehicle for $500 and I don't know it's history. When I drive, I don't have any overdrive and it has trouble shifting gears. One the vehicle warms up, it seems to run better. There is still no overdrive though. It especially has problems going up a hill. Could this be as simple as the vaccum modulator?

Does it loose power going up hill? Can you describe how it shifts? Finally, have any warning lights come on?
