my van won't turn over , won't crank nothing. I think the brakes may be seized but I am not sure and would like to know your opinion.

I'm not sure what you are asking because the two have nothing to do with each other. Is the starter working?

As far as the brakes, are you able to move the vehicle in neutral?

For the not starting problem,if its turning over but not starting you need to see if you are getting fuel to the engin. If not check fuel relay/fuse and fuel pump to see if they are working.
