1991 Ford Aerostar brake lights on dashboard

installed new brake shoes, manually ajusted both
wheels, dash lights will not go out.

the red brake light on the dash will only illuminate if the brake fluid is low in the resevoir or the emergency brake is activated. check the switches for both.
