flashing red oil light

when the car is in gear or park, the red oil can will illuminate and flash. Will this being illuminated cause the vehicle to fail New Jersey inspection or emission test?

I do not know about the inspection.

It is a warning about your oil (which is the life blood for the engine)

But it sounds like you either have "low or no oil" (check your dipstick)/ worn engine with low oil pressure/ This may also have been triggered by using the wrong grade of oil during your oil change/ or maybe your oil sending unit is defective (sort of sending false readings- replace the sender)
