2004 Fiat Ulysse 4 cyl Front Wheel Drive Manual

MAIN BEAM HEADLIGHTS ARE STAYING ON EVEN AFTER TURNING THE SWITCH OFF, REMOVING KEY FROM IGNITION AND LOCKING ALL DOORS. THE ONLY WAY TO RECTIFY TEMPORARILY IS TO REMOVE THE TWO FUSES FROM THE ENGINE COMPARTMENT FUSE BOX.
I KNOW THE OBVIOUS ANSWER IS TO REPLACE THE INDICATOR/WIPER SWITCH ASSEMBLY ON THE STEERING COLUMN, BUT THIS HAS ALREADY BEEN DONE AND THE PROBLEM HAS COME BACK.
ANY IDEAS???
