2002 Fiat Palio Steering wheel is very hard

i have recently purchased a used Fiat Palio 1.2 Elx.

its steering, which is not a power steering is very hard. i drive many cars without power steering but this one is really hard.

Pl tell me what might be the problem and how to rectify it.

check/clean/lubricate or replace the steering rack and pinion
