Fault code P0003

Hello, I have a Peugeot 308 1.6hdi, which developed a fault yesterday,
the engine just cut out, and will not start, and I'm pretty sure it's a fuel flow problem.
I had a similar incident last year where a fuse kept blowing cutting out the fuel flow.
I've checked all fuses, and all are fine.
The fault code we have is P0003.
I'm just wondering if anybody has come across this problem before, and if anybody has a solution? Please.

P0003 Fuel Volume Regulator Control Circuit Low

Not a lot of information on this code, but I would be thinking that it is an electrical problem in the fuel pump, considering that you have had blown fuses already, I would be looking at the pump first.
