It blows good on high, but does not put out any air
on the others.

That is typical of a defective blower resistor. It is bypassed on the highest fan speed. They have a thermal fuse built in, and those burn open from excessive current which is caused by a tight fan motor. The proper repair is to replace the resistor and the motor.
