Fan cooling relay location where it's by the grille?

Yes, they were correct. There is a relay at the front grille and one on the fuse block. They are for high speed and low speed operation.

What is the issue? I also attached a wiring diagram for you for testing. If you have a test light or voltmeter we can do some testing.
