Fan clutch stuck on?

Fan roars at all speeds, don’t notice it much above 50 MPH. Is there a sensor?
When engine is off, I can move the fan and there is resistance.

It sounds like the cooling fan relay is stuck on, I would remove it temporarily to see if the noise stops and if so, install a new relay. here is the location so you can check it out. Check out the images (bBelow). Please let us know what happens.
