Fan clutch is continuously engaged

Start car, fan clutch is continuously engaged. Does not spin freely, has a good amount of resistance when I spin it. Engine temperature is perfect on dash but engine feels like it is running warm. It is belt driven, could bearing be bad? Fan clutch and water pump are only a few months old.
