Engine temperature takes forever to get to operating temperature in the summertime?

Checked thermostat and it is fine. How do I check fan clutch? With the engine cold, I turn fan over and it drags, and won't even complete a half a revolution. I thought the fan should turn easily with engine cold and as engine warms up, the clutch should engage. Can you help me out?

Hello,

Your initial diagnosis is correct, the viscous fan coupling should allow you to turn the cooling fan freely when the engine is cold and only lock up when the engine reaches approx. 170 F.
