Fan always on

Okay, so this code is set by the ECM seeing its signal voltage to high, Code criteria is signal short to battery/ or open circuit failure. A bad ground wire on this sensor would send the signal of the sensor voltage high because it can't be pulled to ground. It would read high voltage if shorted to battery voltage as well, but you would read 12volts on the green/white wire which is the 5-volt reference feed wire. So, this Outside Temperature sensor has a bad ground on the green/brown wire. And the bad ground has to be before that splice for the Coolant Level Sensor or at the splice, or you would be getting a code for that sensor too. If a full system scan only turned up the Outside Temperature sensor, then that's got to be the issue. My guess is because it's tied into the A/C and HVAC system its keeping the fan on, or you have a bad fan module. I'd be interested in seeing what the Live Data PID for the Outside Temperature Sensor is reading. Usually when there's an open circuit on a temperature sensor, they read -40 degrees. Well, US cars do anyway.

I installed another fan module from another car, same results, fan always running when car is on.

Have you traced back that wire for the Outside Temperature sensor that is setting the code? Obviously an input to the ecm is keeping the fan on.
