Cooling fan not working?

In the right front fuse panel, there are 2 fuses # 1 - 70 amp and #4 - 70 amp that we need to check. Here is a guide to help and I have found the cooling fan wiring diagrams. If the fuses check out there is a cooling fan control module that sounds like it is not working, here is the location as well:
