Fan not working properly

Fan comes on sometimes when you start the car and not at the right temperature.
Okay, but the tachometer counter goes up as well when fan comes on and you do not need to touch the accelerate, and the car drives it is like the acceleration jams.

Do you have a service engine or check engine light on? If so we must run the codes to see if anything comes up. Here is how it is done in the US. I am not sure how you get the codes from your car.
