Extreme cold weather car not starting

It is extremely cold in Michigan today and I drove the vehicle this morning but now when I tried to start it I have power but it just chimes a high low pitch and doesn't try to turn over. What's going on?

So when you turn the key does your vehicle try to crank at all, or is it absolutely nothing when you turn the key?
