exhaust spring bolts?

I am trying to replace exhaust donut. The new (Dorman Exhaust Manifold Bolt and Spring 675-221) spring bolts are short to reach threads into the exhaust flange. The bolts by themselves reach the threads but with the springs they do not. The old springs were cut off by whoever installed the catalytic converter. The catalytic converter was replaced with an aftermarket one. So even without the donut the bolts do not reach. What I noticed is that the catalytic converter flange has a lip that prevents the flange to tighten with the exhaust manifold flange.

The part number looks like it should work however if it isn't an OE pipe it may not be correct if the parts were made wrong. Normally you would put the bolt through the spring then give it a slight push and get the bolt started in the manifold then tighten it until the bolt flange touches the manifold, so the spring loading is correct. With the quality of parts these days it could just be made wrong.
