Can the exhaust manifold be welded?

can this kind of exhaust manifold be welded?

It could be but if it took that much damage the internal structure of the converter and it would likely fail testing. Plus, if you are in a smog state, they might fail you upon seeing the welding.

It's just the exhaust manifold, it does not include a catalytic converter.
