Exhaust emissions and welding

If my van is giving off exhaust fumes does is it safe to drive?

It failed it's MOT because apprently it's has welding to do, I really need to show pictures, I got underneath and whilst some parts standard need welding it did not look to the extent of the 1000 pounds they were quoting me, is there a way I can get this van sorted at a far less expense?

I'm not sure about the UK, but in the US we can buy replacement exhaust components at a parts store that we can install using standard hand tools. You may need a hack saw to cut the rotten pipes out, but should be able to replace them with replacement parts that don't need welding for much less than £1000.
