I bought another one on line; installed it and it does not power up. What are some possible root causes (i.e. perhaps a breaker - if so where would it be located?). I checked the fuses and all look okay.

It sounds like you lost power or ground. Here is a guide to help you do testing and the wiring diagrams so you can see how the unit works. Check fuses # 8 and #19.

Is this module controlled by both a relay and a fuse? If so, where are these located (I.e. under the hood or in the car cabin)?
