Evap Code 0443

Just bought the car listed above, engine light is on. When OBD is read it says (P0433 Evaporative Emission System Purge Control Valve Circuit) I have changed fuses, bought a new gas cap, and replaced the purge control valve. I can hear the purge valve ticking as it should, I have erased the code and it comes back the next time the car is turned off and restarted.
Any suggestions?
