EPS locked up?

At first while driving all dash lights and electrical power steering would go off and on and then the steering wheel was harder to turn, more than before battery drained. The car wouldn't start. I replaced the battery and checked the ground on the battery to the body that was rusted, put a new connector to that to the body and now I have no EPS at all. The steering wheel is stiff and won't turn the key; it wasn't going to shut off all the way and couldn't get the key out, but the car starts runs. I don't have any EPS after changing into a new battery. The alternator is fine. I'm puzzled and need help; I can't take it to a mechanic don't have the money.

It sounds like the EPS has gone out, but you should check the two fuses that run the system which are EPS fuses in the under hood 80 amp in fuse holder on the left strut tower and the interior fuse panel.

It's not the EPS and the fuses are good. It's something electrical. A short or ground. When I start my car, the interior light goes out and I don't have high beams now. Every time I start the car It's something different electrical going off and on. And I was driving and all electrical went out and something drained the battery. So, I replaced the battery and now what I said in the 1st sentence is going on now. Could it be the ground wire coming off my battery that goes to the body frame? It looks to be green on that wire that's a ground. And it starts everyday its only while I was driving the battery drained and couldn't start it so took it to Walmart, they tested it, it was bad.
