Battery was disconnected for about three hours. Now the engine will not turn over?

I replaced the starter and the O2 sensors. The battery was disconnected for about three hours. Now the engine will not turn over. It is not locked up and all of the electrical is good. All of the lights and everything works. What can it be?

Well the immobilizer on that car ruins the starter. What was the reason for the starter replacement? Not turning over or?

This is the starter relay in the TIPM (fuse box) and the starter wiring. If you pull the relay out and use a heavy wire to jump between terminals 30 and 87 the starter should spin and crank the engine. If that works the issue is in the control side. If not then there is an issue in the battery feed side.
