Engine won't turn over

When I turn on the ignition switch I hear a whirring sound, but the engine won't turn over. The lights work, and the seat belt warning chime sounds. Is it the starter motor that is the problem?

if you hear a whirring sound then the starter is bad have an assistant try to start it open hood and see if starter whirs. it is actually the starter drive is no good or solenoid on starter but you just replace the whole thing.
